You won't cause damage running your fan speeds at 80% constantly, you might shorten the total life but nothing significant and guaranteed. The 1660 can handle up to 95C if I recall. Obviously running it harder will wear it out faster over time to some degree but remember that fans are EASILY replaceable with the right know how and almost always for cheap. AMD may of set that as a limit on their chips but there is almost 0 headroom paste that.
